The split is front-loaded because Phase 1 carries the densest engineering (data model, portal, confidentiality engine, duplicate detection). Zoho subscription licences (Zoho One or CRM + Creator per the discovery decision) and any third-party services are billed to Accord Partners directly at cost. Taxes as applicable.
